We say a small busness man doing this using his computer and printer. He used some kind of transfer paper to transfer the graphics and lettering to a plastic name badge or Licence plate. Then he would use a hot press to press on the graphics. He could also use the press for T-shirt transfers. I don't think they use the same type of paper.
